This bill redirects federal law enforcement funding to support programs that help people struggling with addiction and mental health issues avoid the criminal justice system altogether. Instead of arresting someone for a low-level offense related to substance use or mental illness, police officers and first responders would connect them directly with treatment providers. The key idea is that traditional arrest and prosecution often trap people in a cycle of addiction and incarceration, so this bill tries a different approach by treating these situations as health crises rather than criminal ones.

The bill allows states and local police departments to use existing federal crime-fighting grants (called Byrne JAG funds) to fund six different types of deflection and diversion programs. These range from someone voluntarily walking into a police station asking for help with addiction and getting a direct introduction to a treatment provider, to police officers actively seeking out people they know are struggling and connecting them with services, to officers deciding not to arrest someone for a minor offense if they believe substance use or mental health issues are the real problem. In some cases, charges might be filed but then paused if the person engages with treatment. The programs specifically focus on non-violent offenses and situations where addiction or mental health appears to be the root cause.

The bill also establishes funding for a national organization to help police departments and communities set up these programs properly, develop training materials, and track whether they're actually working. Importantly, the bill requires that programs report their results broken down by race and gender to make sure these programs aren't creating new racial disparities. The goal is to reduce unnecessary arrests, keep people out of the criminal system, and address the opioid crisis by connecting people to treatment when they're most receptive to help.
