This bill says that time doesn't count against you—the clock essentially stops while you're detained. So if you were held for six months, you get an extra six months to file and pay without facing those penalties. The same protection extends to your spouse, so if you're married, your spouse gets the same deadline extensions.

The bill also creates a refund program for people who already paid penalties before their situation was officially recognized. If you paid late fees or penalties during a time you were wrongfully detained or held hostage, you can apply to get that money back. The government has to set up this application process by January 2024 and notify eligible people within 90 days of their release. The Treasury Department will work with the State Department and the Attorney General's office to identify who qualifies based on official government lists of detained Americans and hostages. You'd have a full year from when you're notified to apply for your refund, and there are no time limits that would normally prevent you from getting money back.
