This bill requires Medicare healthcare providers to establish new protections for patients starting January 1, 2026. Specifically, providers must give patients written information about their rights, including the right to understand their health status, be involved in their care decisions, give permission before receiving treatment, and request a staff member to be present during sensitive medical procedures.

The bill also requires providers to train their staff on how to serve as chaperones during sensitive procedures—meaning a trained staff member would be present to witness the procedure, ensure the patient feels safe and comfortable, and report any sexual abuse to a supervisor. Sensitive procedures include any exam or procedure involving a patient's genitals, breasts, lower back area, or rectum, as well as any other procedure the patient personally considers sensitive.

Essentially, this law aims to protect Medicare patients from abuse and misconduct by ensuring they're informed about their medical care, understand what's happening to their bodies, and have a trained witness present during vulnerable moments. Healthcare providers who participate in Medicare will need to update their policies, create written materials explaining patient rights, and make sure their staff receives proper training on these new requirements.
