# Crystal Reservoir Conveyance Act: What It Means

This bill transfers ownership of Crystal Reservoir and the surrounding land from the federal government to the City of Ouray, Colorado. Right now, the U.S. Forest Service manages this reservoir and the approximately 45 acres of land around it. Once this bill passes, Ouray will own and control the entire property, including the Full Moon Dam, the water storage facilities, and all the infrastructure that keeps the system running.

The city will also receive the water rights that go with the reservoir, which is significant because water rights in Colorado are valuable and tightly controlled. This means Ouray can use the water stored in Crystal Reservoir for its own needs—whether that's supplying drinking water to residents, storing water for dry seasons, or releasing water for other beneficial uses allowed under Colorado law. The federal government will no longer have any say in how the city manages these water resources. The transfer won't cost the city anything except for surveying expenses, since the federal government is covering all other costs associated with handing over the property.

However, the city is taking on major responsibilities in exchange. Ouray must maintain the reservoir and all its infrastructure forever, paying for all repairs and upkeep of the dam and related systems. The city also has to keep the land open to the public for free recreational activities like fishing and hiking—it cannot develop the property commercially or build on it. Additionally, the city must allow existing trails and roads to remain accessible to the public. If Ouray ever stops following these rules or stops using the land as required, the federal government can take the property back.
