One major problem this bill addresses is credit damage. When the VA overpays a veteran and then reports that debt to credit agencies, it can hurt the veteran's credit score even if the overpayment wasn't the veteran's fault. Under this bill, if the VA discovers it made an error, it must tell the credit reporting agencies to remove that false information from the veteran's credit report. The VA also has to notify the veteran within 60 days that it's fixing the mistake. This protects veterans from having their credit ruined because of government errors.

The bill also requires the VA to improve its computer systems so veterans can see what information the department has about them, including details about their dependents. Veterans will be able to get alerts if the VA thinks they owe money, which gives them a chance to catch errors early. Additionally, the VA must conduct an audit to figure out how often it makes these payment mistakes and whether staffing shortages are part of the problem. The department then has to create a plan to fix these issues, particularly by making sure its different computer systems actually talk to each other properly so errors don't happen in the first place.

Specifically, the bill requires these corrections for veterans who are indebted due to participation in a VA benefits program. The bill also requires the VA to update its information technology for the processing of VA benefits. Lastly, the bill requires the VA to self-audit to determine the frequency by which overpayments are made to individuals participating in VA benefits programs.
