The bill also makes it easier for water projects to get built faster by allowing the use of modern construction methods where a designer and builder work together from the start, rather than the traditional approach of designing first and then building. It extends loan repayment periods for long-lasting projects (up to 55 years instead of the previous limit), and it expands which types of water projects qualify for this assistance, including state-led storage projects and projects run by non-federal organizations. Finally, it increases the total funding available for these programs and requires the government to study how well these new construction methods work and report back to Congress.
