This bill puts an expiration date on congressional approvals for certain government building leases and construction projects. Right now, once Congress approves a project or lease through committee resolutions, that approval can last indefinitely. This bill changes that by saying approvals will automatically expire after five years if the actual lease hasn't been awarded or the construction project hasn't started by then. In practical terms, if Congress approves a plan to build a new federal office building or lease office space, the government has five years to actually move forward with it. If they haven't started the project or signed the lease within that timeframe, they'd need to go back to Congress and get approval again. This is meant to prevent old approvals from sitting on the books indefinitely and to encourage the government to either act on approved projects or let them go so Congress can focus on newer priorities.
