The bill also protects the survivor's safety by requiring the IRS to keep the relief request confidential. When the IRS contacts the abuser about the tax issue, they can't mention that the survivor is seeking relief or reference any abuse—they'll just say the IRS is reviewing the return. This prevents the abuser from finding out and potentially retaliating. Essentially, this law gives abuse survivors a path to escape financial liability for tax problems they didn't create and couldn't control.
