The Midwives for MOMS Act of 2025 is designed to address the shortage of midwives in the United States by funding education and training programs. The bill provides $35 million over five years (2026-2030) to help more people become midwives and nurse-midwives, which are healthcare professionals who specialize in pregnancy, childbirth, and postpartum care.

The money will be distributed in two main ways. First, $15 million goes to support midwifery programs at colleges and universities. This includes direct financial aid for students, funding to start new midwifery schools or expand existing ones, and money to train experienced midwives who can teach and supervise students. Second, $20 million goes to nursing schools to support their nurse-midwifery programs, which train registered nurses to become certified nurse-midwives. Both types of programs will receive funding in the same proportions: half for student support, a quarter for establishing or expanding programs, and a quarter for training instructors.

The bill prioritizes getting midwives into areas where they're needed most. Schools that receive funding must focus on recruiting and training students who plan to work in rural areas or communities that lack adequate healthcare services. The bill also emphasizes bringing in students from economically disadvantaged backgrounds through mentorship, tutoring, internships, and other support programs. This approach aims to both increase the number of midwives available and ensure they're distributed where shortages are most critical.
