This bill changes that by letting the Attorney General register physicians who want to use Schedule I experimental drugs under the existing "Right to Try" law, which already allows terminally ill patients to try unapproved treatments.

Here's how it works: A doctor who wants to give a Schedule I experimental drug to a dying patient would apply to the Attorney General with documentation showing they're already licensed to handle controlled substances, that the drug manufacturer supports the use, and that they have the proper training and facilities. The Attorney General has 45 days to approve or deny the application. Once approved, the doctor can directly administer the drug to eligible patients. If a doctor needs more of the drug, they can submit a supplemental request that's automatically approved after 30 days unless the Attorney General objects.

The bill also requires the Attorney General to create detailed rules within 240 days covering how these drugs are delivered, stored, and tracked to prevent misuse. The goal is to balance compassion for patients with serious illnesses against the need to prevent drug diversion and abuse.
