Right now, many businesses still file quarterly and annual employment tax returns using paper, which the IRS says is inefficient and outdated. The bill tackles this problem in three main ways. First, it requires the IRS to create a fully automated electronic filing system within one year, starting with amended quarterly tax returns (Form 941-X), making it as easy and convenient as possible to file online. Second, it offers employers a financial incentive: a $1,000 tax credit for the first quarter they file all their employment taxes electronically, plus another $1,000 credit for one quarter in the following year. However, if an employer gets the credit but then goes back to filing on paper, they have to pay back the credit and lose eligibility for future credits. Third, the bill imposes a $250 fee on any employer who files employment tax returns on paper instead of electronically, though there are exceptions for small businesses, those without internet access in rural areas, and emergency situations. The bill includes protections so that payroll service providers who file electronically for at least 99% of their clients won't face penalties if one return slips through on paper.
