# Understanding the STOP HATE Act of 2023

This bill requires large social media companies to be transparent about how they handle content related to terrorism and to report their enforcement efforts to the government. Specifically, it targets the biggest platforms—those with at least 25 million monthly users in the United States—and requires them to clearly publish their rules about what they do and don't allow when it comes to terrorist organizations and designated terrorists.

Within six months of the law taking effect, these companies must post their terms of service in a way that's easy for users to find and understand. They also need to provide contact information so people can ask questions about the rules, explain how users can report problematic content or accounts, and list what actions they might take against violators (like removing posts, banning accounts, or reducing how widely content is shared). The companies must also specify what their policies are regarding foreign terrorist organizations and individuals designated as global terrorists by the U.S. government.

Beyond just posting their rules, social media companies would have to submit detailed reports to the Attorney General three times a year. These reports would include information about how many pieces of terrorist-related content were flagged, how many were removed or restricted, how many people saw the content before it was taken down, and how often users successfully appealed the company's decisions. The Attorney General would then make these reports public on a searchable website so anyone can see how well each platform is handling terrorist content. If companies fail to post their policies, submit reports on time, or provide false information in their reports, they could face fines up to $5 million per violation per day.

The law also requires U.S. intelligence officials to assess how terrorists are using these platforms and directs government auditors to review how well the law is working. The entire program is set to expire after five years unless Congress extends it.
