This bill requires the General Services Administration (GSA), which manages federal government buildings and office spaces, to give Congress a detailed annual report about its real estate portfolio. Starting in January 2026, the GSA must submit this report every year by January 31st to two congressional committees that oversee government operations and infrastructure. The report needs to cover everything about the federal buildings and leased spaces the GSA manages—how many leases they signed or ended that year, how much office space they're using versus leaving empty, which buildings they own versus rent, and how much money they're spending on maintenance and operations. The bill also requires the GSA to explain their plans for moving federal agencies out of buildings they plan to sell or leases they're not renewing, including who's paying for those moves and whether the agencies even wanted to relocate. Essentially, Congress wants better visibility into how the GSA is managing the government's massive real estate portfolio and whether they're using space efficiently.

To direct the Administrator of General Services to submit a report to Congress on the state of the real estate portfolio of the Public Building Service, and for other purposes.
