This bill is essentially a financial correction that gives three Native American communities in New Mexico additional money they should have received years ago. Think of it like discovering a billing error and finally paying what was owed. The bill addresses three separate water development funds that were created through earlier agreements between the federal government and Native American tribes and pueblos in northwestern New Mexico.

The three groups getting money are the Navajo Nation, the Taos Pueblo, and several pueblos involved in the Aamodt settlement. Each of these communities had agreements with the federal government to fund water projects and infrastructure. The problem was that when the original money was deposited into these funds, the interest calculations weren't done correctly. This bill authorizes the government to deposit the missing interest payments: about $6.4 million for the Navajo Nation, $7.8 million for Taos Pueblo, and $4.3 million for the Aamodt settlement pueblos. Additionally, for the Aamodt pueblos, the bill waives any money the federal government might have been owed from interest that accumulated before September 2017.

For the communities themselves, this means they'll finally have the full amount of money they were supposed to receive for water development projects, maintenance, and operations. This could help fund infrastructure improvements, water system maintenance, or other water-related needs in these areas. For taxpayers, this represents a relatively small correction to fix accounting errors from previous agreements rather than a new spending program. The bill doesn't create new obligations—it simply completes what was promised in earlier legislation.
