This bill prevents big banks from giving bonus payments to their top executives when federal banking regulators have identified serious problems with how the bank is operating. However, there are two exceptions that allow bonuses to continue. First, the bank gets a grace period after receiving the warning to submit a plan explaining how it will fix the problems—bonuses can still be paid during this initial period. Second, if the bank submits an acceptable remediation plan by the deadline set by regulators, bonuses can continue while the bank is actively working through the implementation period to fix the issues. The law applies to large bank holding companies (parent companies of banks), their bank subsidiaries, and independent banks that have more than $50 billion in total assets.
