# Emergency Conservation Program Improvement Act of 2023

When disasters like floods, droughts, or wildfires damage farmland or forests, the federal government has programs to help farmers and forest owners pay for emergency repairs. This bill makes it easier for people to actually access that money by removing some of the red tape that currently slows down the process.

Right now, if a farmer's irrigation system gets destroyed by a wildfire or a forest owner needs to clear fallen trees after a storm, they have to pay for the repairs out of pocket first, then wait to get reimbursed by the government. This bill changes that by allowing farmers and forest owners to receive partial payment upfront—before they do the work. For replacement projects (like rebuilding a destroyed fence or irrigation system), they can get 75 percent of the cost in advance. For repair and restoration work, they can receive 50 percent upfront. This means people don't have to scramble to find money to fix emergency damage while waiting for government reimbursement.

The bill also expands what counts as eligible damage. It clarifies that wildfires qualify for help even if they weren't started naturally—as long as the damage spread because of natural conditions. It also includes wildfires caused by the federal government itself. Additionally, the bill broadens the types of emergency repairs covered beyond just fencing to include any conservation structures or farmland that needs immediate restoration. For forest owners, there's a safety net: if they receive advance payment but don't spend it within 180 days, they have to return the unused funds, so the government isn't out money for work that never happens.

Emergency Conservation Program Improvement Act of 2023 This bill revises the Emergency Conservation Program and the Emergency Forest Restoration Program to provide agricultural producers and owners of nonindustrial private forest land impacted by natural disasters the option to receive an advance on cost-sharing payments before carrying out emergency measures. The bill also expands eligibility for payments under the programs to include emergency measures to address damages caused by (1) a wildfire that is not caused naturally if the damage is caused by the spread of the wildfire due to natural causes, and (2) a wildfire that is caused by the federal government.
