This bill makes changes to how automatic retirement savings plans work for employees. Right now, when a company sets up an automatic enrollment plan, employees can opt out if they don't want to participate. Once they opt out, they stay opted out permanently unless they actively choose to rejoin. This bill changes that by allowing companies to automatically re-enroll employees who previously opted out, but only after 1 to 3 years have passed. After that waiting period, employees would be automatically put back into the retirement savings plan at the standard contribution level, unless they actively choose to opt out again.

The practical effect is that employees who initially declined to participate in their company's 401(k) or similar retirement plan won't be forgotten. Instead of staying permanently out, they'll get another chance to save for retirement automatically after a year or two. This is designed to help more workers build retirement savings, since many people who opt out initially might benefit from being re-enrolled later. Employees still have full control—they can opt out again whenever they want—but the bill removes the "set it and forget it" nature of opting out. The changes apply to retirement plans starting after this bill becomes law.
