This bill creates a new 'Trusted Importer' program that allows certain companies to import goods into the United States while paying reduced or waived tariffs (import taxes). To qualify, importers must meet several requirements: they need to follow all trade and customs laws, have secure supply chains, be financially stable, and help boost American manufacturing competitiveness. Once approved, companies get a license valid for 10 years that can be renewed.

The President, working with the Commerce Secretary and trade officials, decides which tariffs get reduced or waived for each approved importer. However, there are limits—the program cannot override certain anti-dumping or anti-counterfeiting duties, cannot lower tariffs below the standard rates set in the federal tariff schedule, and cannot help companies that have connections to foreign entities considered threats to national security. The government can also revoke a company's license if they break the rules, submit false information, or engage in smuggling or fraud.

The program is designed to help American manufacturers stay competitive by potentially lowering their import costs for materials and goods they need, while still protecting domestic industries from unfair trade practices. The Commerce Department and Customs officials will oversee the program, handle applications and appeals, and report to Congress every two years about how many licenses were issued, what goods were imported, and whether the program is actually helping American manufacturing. The program starts 180 days after the bill becomes law.
