This bill makes it easier for communities to get federal disaster relief money to fix important services after emergencies like hurricanes, floods, or other disasters. Right now, the federal government only helps pay for repairs to certain 'critical services.' This bill adds five new types of services to that list: garbage and trash collection, stormwater systems that prevent flooding, public housing, roads and transportation networks, and medical facilities and care. So if a hurricane damages a city's water treatment plant or a flood destroys a hospital, the community can now get federal funds to repair these services faster. This matters because after a major disaster, communities are already struggling and often can't afford to fix everything on their own. By expanding what counts as 'critical,' more essential services get priority for federal help, which means neighborhoods can get back to normal more quickly.

To amend the Bipartisan Budget Act of 2018 to include certain services in the definition of critical services for purposes of repair, restoration, and replacement of damaged facilities.
