# Understanding the VISITOR Act

Right now, when people apply for visas to visit or work in the United States, they pay fees. The problem is that much of the money collected from these fees sits in government accounts and doesn't always get used to speed up the visa process itself. The VISITOR Act changes this by allowing the State Department to take visa fees that are collected and directly use them to reduce how long people have to wait for their visa appointments and processing.

Currently, people applying for visas can face months-long waits just to get an interview at a U.S. embassy or consulate. This affects tourists, business travelers, students, and workers from around the world who want to come to America. The bill sets a goal that 80 percent of people applying for temporary visas should be able to get interviewed within three weeks of applying. To make this happen, the State Department can now use the money from visa surcharges and fees to hire more staff, extend operating hours at consulates, and improve processing systems. The bill also allows the State Department to move around unspent money from various State Department accounts to support consular operations if needed.

The practical impact is that visa applicants should experience shorter wait times, which could help businesses get workers faster, allow tourists to plan trips more easily, and help students enroll in U.S. schools without long delays. For the U.S. economy, faster visa processing could mean more international visitors spending money and more skilled workers entering the country. The bill recognizes that security screening and helping American citizens abroad are still priorities, so the three-week goal isn't absolute—there will be exceptions when necessary.
