The core requirement is that everyone detained by these agencies must receive a medical screening by a licensed healthcare professional within 12 hours of arrival (or 6 hours for vulnerable people like children, pregnant women, elderly individuals, and those with serious medical conditions). These screenings must include vital signs, physical exams, medication reviews, and assessments for trauma or mental health issues. If someone shows signs of serious illness or abnormal vital signs, they must see an emergency care professional right away and be re-evaluated within 24 hours. The bill also establishes baseline standards for how detainees must be treated: they must have access to clean water (at least 1 gallon per person daily), adequate toilets and hygiene facilities, three meals a day with proper nutrition, separate sleeping areas for men and women (with exceptions for families), appropriate clothing and bedding, outdoor time, and safe temperatures. Children cannot be detained with adults unless they arrived with a parent or guardian. The bill requires medical interpreters, chaperones during exams, and proper documentation of all medical care. It also mandates training for ICE and CBP staff on recognizing illness, trauma, and child exploitation, and requires the government to have emergency medical equipment and personnel available at all detention locations.
