This bill requires the Department of Homeland Security to create and implement a standardized training program for employees in its Office of Intelligence and Analysis. All new employees must complete basic intelligence training within 90 days of starting work, covering topics like privacy rights, civil liberties, and the Privacy Act. Employees hired for analyst positions receive additional training on how DHS intelligence supports operations and gets shared with state, local, tribal, and private sector partners, plus training on intelligence analysis standards and writing requirements. Those hired for open source intelligence work get specialized training on how to legally collect and manage publicly available information while protecting privacy and civil rights. The bill also requires DHS to develop advanced training courses, maintain a quarterly list of specialized training available from other intelligence agencies and the Department of Defense, and track which employees complete their required training. The program takes effect one year after the bill becomes law and applies to all new hires, current employees with two years or less experience, and employees below a certain pay grade. DHS must report to Congress every year for five years on how the training program is working, and the Government Accountability Office must review the program after two years and compare it to training offered by other intelligence agencies.
