This bill creates a new program called Health Investment Zones designed to improve health and reduce health disparities in struggling communities. The government will designate specific geographic areas as Health Investment Zones if they meet certain criteria—like having poverty rates above 150% of the federal poverty line, lower life expectancy than the national average, or being designated as health professional shortage areas. Communities apply for this designation by submitting plans showing how they'll address specific health issues like heart disease, diabetes, asthma, or maternal health. Once designated, these zones get access to multiple financial incentives to attract and support healthcare providers. Healthcare workers in these zones can receive tax credits worth 30% of their wages, employers get tax credits for hiring workers there, and healthcare providers get bonus payments from Medicare (10-25% extra on top of normal payments). The bill also funds a student loan repayment program where healthcare providers can get up to $100,000 in loan forgiveness if they commit to working in a Health Investment Zone for at least a year. Communities can use federal grants to support healthcare facilities, mobile clinics, transportation services, and other health-related improvements. The designations last for 10 years, and the government must report back to Congress on whether the program successfully attracted healthcare providers and improved health outcomes.
