This bill creates a new federal grant program to help schools better support students who have experienced trauma and improve mental health services in educational settings. The Department of Education, working with the Department of Health and Human Services, would award grants to schools, school districts, tribal education agencies, and other eligible organizations to develop programs that connect students with trauma-informed care and mental health support. Schools could use the funding for several purposes: training teachers and staff to recognize and respond to trauma, creating partnerships between schools and community mental health providers, implementing evidence-based support programs, providing mental health services at schools, educating families about trauma, or evaluating how well these programs work. The bill emphasizes that services must be culturally appropriate, accessible to students with disabilities, and involve input from parents, students, and community members. The program would receive $50 million per year from 2027 through 2031, with grants lasting up to five years. Schools receiving funding must work with local agencies—including mental health providers, child welfare, and juvenile justice—to coordinate services and clarify who pays for what.
