# The FAITH Act: A Federal Backup Plan for Homeowners Insurance

The FAITH Act creates a federal safety net for homeowners insurance when major natural disasters strike. Here's what it actually does: when a big hurricane, earthquake, wildfire, or other natural disaster causes so much damage that insurance companies in a state can't pay all the claims, the federal government steps in to cover the excess losses. This is designed to keep insurance companies from going bankrupt and to help keep homeowners insurance affordable.

The program works like this. States can voluntarily join the system. When a qualifying disaster hits a participating state and insurance losses exceed a certain threshold (calculated based on how much insurance premium money is collected in that state), the federal government pays the insurance companies for losses above that threshold. The Treasury Department issues bonds to fund these payments, and states then repay the federal government over ten years with interest. The National Academy of Sciences helps determine what the threshold should be for each state and type of disaster, using complex modeling to figure out what level of losses would threaten insurance company solvency.

For homeowners, this could mean more stable insurance prices and better availability of coverage. Fueling Affordable Insurance for Today's Homeowners Act of 2022 or the FAITH Act of 2022 This bill establishes the Natural Disaster Risk Reinsurance Program within the Department of the Treasury. States may voluntarily participate in the program. The program provides payments to states for damages from a natural disaster not covered by the National Flood Insurance Program for amounts in excess of trigger amounts. These trigger amounts are calculated by the National Academy of Sciences. States must present a plan that ensures the coverage of losses by insurers not exceeding the trigger amount. States must also pledge to repay the full amount provided by the program within 10 years.
