This bill would move the U.S. Secret Service from the Department of Homeland Security to the Department of the Treasury. Right now, the Secret Service operates under Homeland Security, but this legislation would transfer the entire agency—all its employees, equipment, money, and responsibilities—to Treasury instead. The Secret Service would stay as its own separate unit within Treasury rather than being merged into other Treasury operations.

The practical effect is mainly organizational. The Secret Service would continue doing exactly what it does today: protecting the President, Vice President, and their families, plus investigating counterfeiting and financial crimes. The change is essentially about which cabinet department oversees these operations. All the rules, agreements, and decisions the Secret Service made before the transfer would remain in effect. Employees wouldn't lose their jobs or have their pay changed just because of the move. Any lawsuits or ongoing cases involving the Secret Service would continue as if nothing happened.

The bill also adds a new reporting requirement. Every year, the Secret Service would have to submit a detailed report to Congress about money spent protecting the President and Vice President when they travel to non-government locations. This report would include where they traveled, how much was spent, what the money went toward (like transportation and lodging), and which private companies or individuals were paid more than $5,000 for services. Some sensitive details could be kept private if revealing them might compromise security.

For most Americans, this change would be invisible. The Secret Service would function the same way, protect the same people, and investigate the same crimes. The main difference is administrative—it's about which federal department manages the agency rather than how it actually operates.

United States Secret Service Mission Improvement and Realignment Act of 2022 This bill transfers the U.S. Secret Service from the Department of Homeland Security to the Department of the Treasury. The bill directs the Office of Management and Budget to make incidental dispositions of personnel, assets, and liabilities held in connection with the functions transferred. The Secret Service, by December 31 of each year, shall submit to specified congressional committees an annual report on any trip by a protected individual with a stop at a location that is not owned or controlled by the federal government, including any such trip that is outside of the United States. Such report shall include (1) for each instance of such travel, a statement of the protected individuals, dates of departure and return, total amount of travel expenditures, and other specified information; and (2) for each protected individual, the total amount of incidental expenditures incurred for the purpose of providing protection to the protected individual during the reporting period.
