Gwenn's Law directs the federal government to launch two major public awareness campaigns aimed at getting more women involved in medical research. The first campaign focuses on encouraging women to participate in clinical trials run by the National Institutes of Health, with special emphasis on research into rare diseases. The second campaign specifically targets raising awareness about bleeding and clotting disorders in women, including conditions like hemophilia. The bill also creates a permanent task force made up of government health officials, pharmaceutical innovators, health insurance administrators, and patient advocacy groups to coordinate efforts across the Department of Health and Human Services in developing new treatments for rare diseases—particularly those that affect women disproportionately. Within six months of the law taking effect, the department must create and publicly release an action plan showing how it will work together to encourage research and development of treatments for rare diseases that impact women more severely. The bill provides $10 million per year for five years (2027-2031) to fund both awareness campaigns.

To direct the Secretary of Health and Human Services to carry out a public awareness campaign to increase participation by women in clinical trials that are conducted or supported by the National Institutes of Health, and for other purposes.
