# Understanding the OUR Public Buildings Act

When the federal government needs office space, it often rents buildings from private landlords instead of owning them outright. This bill creates new rules for how those rental agreements work, particularly for large buildings. The main goal is to add transparency and oversight to these deals so that Congress and the public know what's happening with taxpayer money spent on federal office space.

The bill requires the General Services Administration (the agency that handles federal real estate) to create standard contract language for all major building leases. These standard contracts must include audit rights, meaning government inspectors can check the books to make sure everything is legitimate. Before any big lease takes effect, the administration has to tell Congress about it and wait 180 days. During that time, Congress can vote to reject the deal if they think it's a bad idea. The bill also requires anyone leasing a building to the government to disclose if foreign entities own any part of their company, addressing concerns about foreign investment in federal facilities.

There's an important restriction built in: the President, Vice President, members of Congress, and heads of government agencies cannot personally lease buildings to the federal government. This prevents conflicts of interest where government officials could profit from renting their own properties to the government. The bill applies specifically to large buildings—at least 150,000 square feet—where the government would occupy more than half the space and the lease runs longer than five years. For everyday Americans, this mainly means increased government accountability and reduced risk of wasteful or questionable spending on federal office space.

Outlease Reform in Public Buildings Act or the OUR Public Buildings Act This bill establishes requirements for outleasing certain federal buildings. Specifically, the General Services Administration (GSA) must develop and require the use of standard clauses to use in any outlease agreement that <ul> <li>is for a public building that is at least 150,000 gross square feet; </li> <li> is entered into by the GSA and a private entity; </li> <li> for which the leased space totals at least 51% of the usable square feet of the building; and </li> <li> for which the term of the lease, including options, is in excess of five years. </li> </ul> Any such agreement must require the lessee to submit a form disclosing any foreign ownership interest in the outlease. The GSA may not enter into such an outlease with the President, the Vice President, the head of an executive agency, or a Member of Congress. The outlease shall not take effect if Congress enacts a joint resolution of disapproval of the outlease and such joint resolution is signed by the President. <ul> <ul> </ul> </ul> <ul> </ul>
