This bill creates a searchable database of veteran-owned and service-disabled veteran-owned small businesses to help the Department of Veterans Affairs find qualified contractors. Right now, when the VA awards contracts, it's supposed to give a certain percentage of work to veteran-owned businesses, but there's no easy way for large companies bidding on VA contracts to find these veteran-owned firms to hire as subcontractors. This database solves that problem by making it simple for any company working with the VA to see which veteran-owned small businesses are available and have a proven track record. The database will distinguish between regular veteran-owned businesses and those owned by veterans with service-connected disabilities, so the VA can track progress toward its contracting goals for both groups. The VA will run this using existing staff and resources—no new money or offices needed. The database will be available to contractors starting immediately after it's set up, and the VA will report back to Congress within six months on how well it's working and how many veteran-owned businesses actually get hired as a result.

To require the Secretary of Veterans Affairs to establish and maintain a database of certified veteran-owned small businesses and service-disabled veteran-owned small businesses to assist the Department of Veterans Affairs in meeting its subcontracting goals, and for other purposes.
