The WELLS Act (Women Expansion of Learning and Labor Safety Act) makes hospitals responsible for creating detailed discharge plans for pregnant patients who are sent home before delivering their babies. Starting January 1, 2027, all hospitals that accept Medicare patients must follow these new rules or lose their Medicare funding. When a pregnant patient shows signs of labor but is being discharged before delivery, the hospital must create a written plan that explains why she's being sent home, checks that she can reliably get back to the hospital if needed, identifies a backup hospital for delivery, and makes sure the patient understands and agrees with the plan in her own language. The hospital must also document that a qualified medical professional reviewed and approved the discharge decision. Additionally, the bill requires rural hospitals that receive federal training grants to include racial bias training in their programs and track how many staff members receive this training. The government will also create a national dashboard to monitor maternal health outcomes and evaluate different ways to train healthcare providers to improve maternal care and reduce racial disparities in maternal health.

To amend title XVIII of the Social Security Act to require hospitals to develop discharge plans for pregnant individuals as a condition of participation under Medicare, and for other purposes.
