This bill fixes a retirement benefits problem for certain U.S. Customs and Border Protection (CBP) officers who got the short end of the stick due to a timing issue. Here's what happened: some officers received job offers before July 6, 2008, but didn't actually start working until after that date. Because of when they officially started, they were excluded from enhanced retirement benefits that officers hired before the cutoff date received. This bill says that's unfair and corrects it.

The fix works like this: the Department of Homeland Security has to identify all the affected officers and notify them within 120 days. Then the Office of Personnel Management will adjust their retirement benefits to match what they should have received all along. If someone already retired before this bill passes, they'll get the money they were owed retroactively—meaning they'll receive back pay. The bill also removes the mandatory retirement age requirement that would have forced these officers out of their jobs.

Additionally, the bill requires a government audit to investigate how CBP handled these retirement benefits in the first place. Auditors will look at the hiring process, internal controls, and training given to CBP managers to figure out how this problem happened and make sure it doesn't happen again. They have 18 months to complete this review and report back to Congress.
