This bill creates new security requirements for trucking companies that want to transport military cargo for the Department of Defense. The main goal is to prevent Chinese military-connected companies from handling sensitive DoD shipments. Any trucking company—whether a prime contractor, subcontractor, or independent owner-operator—must certify that they're not owned by, controlled by, or doing significant business with Chinese military companies listed by the federal government. Companies that lie on this certification face serious consequences, including being banned from all future DoD contracts and civil penalties. The bill also creates a new "Secure Defense Freight Carrier Registry" that will be the official list of approved trucking companies allowed to bid on military transportation contracts. To get on this list, companies must have valid operating authority, pass enhanced security screening to verify they have no ties to Chinese military entities or other foreign adversaries, and ensure their drivers meet security standards similar to those required for airport workers. Companies already on the registry will need to be re-checked every two years to stay approved. The Defense Department has 180 days to write the detailed rules for how this will work, and the new registry must be up and running within one year.
