They have two years to report back with recommendations.

Specifically, the bill asks for an investigation into how wealthy Westchester and Rockland Counties in New York are affecting New York City's income calculations and affordable housing supply. The goal is straightforward: figure out how to make housing more affordable for low-income and middle-class families in expensive urban areas by fixing how the government measures who needs help and how much help they need.
