# What the Year-Round E15 Act Actually Does

This bill is about making it easier to sell a specific type of ethanol-blended gasoline during the summer months in eight Midwestern states. Right now, the federal government has different rules for E15 (gasoline mixed with 15% ethanol) and E10 (gasoline mixed with 10% ethanol) during summer. E15 has stricter limits on something called "Reid vapor pressure," which basically measures how easily gasoline evaporates. These stricter limits exist because in hot weather, gasoline that evaporates too easily contributes to smog and air pollution. This bill would temporarily let E15 follow the same, less strict vapor pressure rules as E10 during the summer months of May through mid-September in Illinois, Iowa, Minnesota, Missouri, Nebraska, Ohio, South Dakota, and Wisconsin.

The practical effect is that gas stations and refineries in these eight states would have an easier time producing and selling E15 fuel during summer without worrying about violating federal air quality rules. For consumers, this could mean E15 becomes more available and potentially cheaper during these months, since it's easier and less expensive to produce under the relaxed standards. E15 is already cheaper than regular gasoline in many places because ethanol is less expensive than petroleum. However, the tradeoff is that allowing more E15 to be sold with relaxed vapor pressure limits could potentially increase smog-forming emissions during summer months, when air quality is already a concern in many areas.

This bill is temporary and only applies to a specific time period and specific states, mostly in the corn belt where ethanol production is a major industry. The change would expire after September 15, 2024, unless Congress extends it. Supporters argue this helps farmers and the ethanol industry, while critics worry it could worsen summer air quality in these regions.
