The core idea is that during droughts, water projects run by the Army Corps of Engineers should shift their priorities to focus on conserving water and keeping water supplies steady, rather than sticking rigidly to their original purposes like flood control or recreation.

The bill creates several new programs and funding streams. It authorizes $5 million per year through 2034 specifically for emergency drought operations, allowing the Corps to adjust how it manages reservoirs and water systems when droughts hit. There's also $35 million annually for new drought resilience projects that focus on water conservation, removing invasive plants like salt cedar that waste water, and restoring natural water systems. For communities in the Colorado River Basin states (Arizona, California, Colorado, Nevada, New Mexico, Utah, and Wyoming), the bill makes it easier to add water supply as an official purpose for existing federal water projects. This is significant because it removes bureaucratic barriers that previously made it harder to use these projects for drought relief.

The bill also addresses a practical problem: invasive plants like salt cedar consume enormous amounts of water. It authorizes the Corps to remove these plants and replace them with native species as part of environmental restoration projects. Additionally, it funds a pilot program to test "forecast-informed reservoir operations," which means using weather forecasts to manage water storage more intelligently during droughts. The bill requires local communities to share costs—typically 35 percent for new projects—but allows them to count land and easements they provide toward their share. For tribal nations, the bill reduces their cost-sharing requirement from 50 percent down to 10 percent, making it easier for tribes to participate in water management projects.

Throughout the bill, protections remain in place for existing water rights, state water laws, and interstate water agreements, so the new flexibility doesn't override established legal arrangements. The bill essentially gives federal water managers more permission to prioritize drought response when conditions warrant it, while still respecting the complex web of water rights and agreements that govern water use across the West.
