This bill makes changes to the federal work-study program, which helps colleges pay students to work part-time jobs while they're in school. The main goal is to shift the focus from general community service work toward jobs that actually teach students real skills in their field of study. Instead of just any work, students would now do "work-based learning"—meaning paid jobs with real companies or organizations where they get hands-on experience doing the kind of work they're training for. For example, a nursing student might work at a hospital, or a business student might intern at a local company, rather than just doing general campus jobs.

The bill also changes how the federal government pays for these jobs. Right now, the government covers a certain percentage of what students earn, and schools cover the rest. Under this bill, that federal share would gradually decrease over time—starting at 75 percent of student wages in the first year, then dropping to 65 percent, 60 percent, 55 percent, and eventually settling at 50 percent. This means schools would need to contribute more money to keep the program running. The bill also increases funding for job placement programs that help connect students with career-related positions, doubling the amount schools can spend on finding and developing these opportunities.

One significant change is that the bill removes special treatment for certain types of colleges. Currently, different institutions get different amounts of federal money for work-study based on their classification. This bill says all colleges should be treated equally when receiving federal work-study funds, regardless of what type of institution they are. Additionally, the bill eliminates the Federal Supplemental Educational Opportunity Grants program, which provided extra aid to low-income students, though schools can still use money already allocated for this program through the end of 2023.
