# Make American Flags in America Act of 2022

This bill requires the federal government to buy and display only American-made flags on federal property. Starting 90 days after the law passes, any flag the government purchases with taxpayer money must be 100 percent manufactured in the United States using only American-made materials. Within two years, all flags currently displayed on federal buildings, military bases, courthouses, and other government properties must be replaced with American-made versions.

The law applies only to the federal government and its agencies—it doesn't affect private citizens, businesses, or organizations. If you want to buy a foreign-made flag for your home or business, you can still do that. The bill simply says that when the government spends money on flags, that money should support American manufacturers. The law includes a practical exception: if following this rule would violate international trade agreements the U.S. has already signed, the government can work around it.

The bill also asks the Federal Trade Commission to study how well the country-of-origin labeling rules for flags are currently being enforced. The FTC will look at how many companies have been fined for mislabeling flags as American-made when they're not, and whether repeat offenders are being caught. Within a year, they'll report back to Congress with recommendations on how to better catch and deter companies that try to deceive consumers about where their flags are actually made.

Make American Flags in America Act of 2022 This bill addresses the display and procurement of U.S. flags. Specifically, the bill prohibits the display on federal property and the procurement by a federal agency of a U.S. flag unless it has been made in the United States. Further, the Federal Trade Commission (FTC) must conduct a study that (1) assesses and describes the enforcement scheme for country-of-origin labeling for U.S. flags; (2) determines how many fines or penalties, if any, have been imposed for violations of such scheme; and (3) identifies the percentage of violations that are subsequent violations committed by an entity that has previously been found to have violated such scheme. Additionally, the FTC must report to Congress the results of the study and any recommendations to improve the enforcement scheme and its deterrent effect.
