Right now, federal law treats marijuana as a dangerous drug with no medical value, which creates major obstacles for researchers even in states where marijuana is legal. This bill removes those barriers for academic institutions.

The bill allows colleges in states or tribal lands where marijuana is legal to obtain marijuana from state or tribal government sources for research purposes—studying things like the plant's chemistry, agricultural impacts, potential medical benefits, and public health effects of marijuana policies. Students and researchers who participate in approved marijuana studies won't lose federal financial aid, won't have their institution lose federal funding, and won't face immigration consequences. The bill also creates a new office at the Drug Enforcement Administration to help universities navigate the licensing process for marijuana research.

To support this research, the bill establishes two new grant programs: one through the National Institutes of Health to study marijuana's potential medical benefits ($15 million per year through 2030), and another through the Department of Agriculture to study marijuana's agricultural aspects like growing techniques and impacts on other crops (also $15 million per year through 2030). The bill also requires federal agencies to work together to recommend ways to further simplify the registration process for university marijuana research.
