This bill creates a new commission to study how federal laws and policies affect Americans living abroad. Right now, U.S. citizens living in other countries face a complicated web of federal requirements—from tax filing to financial reporting to healthcare access—but there's no single place studying how these rules actually impact their lives. This commission will investigate those challenges and recommend solutions. The commission will look at specific problem areas like tax compliance costs, access to veterans' benefits, banking restrictions, voting processes, Social Security and Medicare access, and how federal rules affect overseas Americans' ability to run small businesses or send money home to family. The commission will have 10 members appointed by the President, with recommendations from both Republican and Democratic leaders in Congress. At least four members must be people who have actually lived abroad for five years or longer, ensuring the commission includes voices with real experience. After one year, the commission will report its findings and recommendations to Congress and relevant federal agencies. A year after that, it will provide an update on what actions agencies have taken based on those recommendations. The commission will then dissolve. This is essentially a fact-finding mission to understand a problem that affects millions of Americans and to propose practical fixes to make their lives easier.
