The ADAPT Assets Act creates a new $2 billion grant program run by the Department of Transportation to help communities make their transportation systems more resilient to natural disasters and extreme weather. The program will award up to 10 competitive grants to states, cities, counties, tribal governments, transit agencies, ports, and regional partnerships to fund demonstration projects that protect, elevate, adapt, or relocate critical transportation infrastructure like highways, bridges, public transit systems, and port facilities. This could mean building protective barriers, elevating roads in flood-prone areas, creating natural infrastructure like wetlands to absorb storm surge, or relocating vulnerable assets. The grants can cover both planning activities (engineering, environmental review, permitting) and actual construction work. Projects must show they address real damage risks, provide transportation benefits, and demonstrate innovative approaches that other regions could copy. The federal government will cover up to 80 percent of project costs, with communities providing the remaining 20 percent. The program emphasizes coordination across multiple federal agencies and encourages projects that solve complex problems involving multiple owners, jurisdictions, or funding sources—the kinds of barriers that typically slow down resilience work.
