This bill requires colleges and universities to provide much more detailed information about how long it actually takes students to graduate. Right now, schools report graduation rates, but the new law would force them to break down completion data in several important ways. Colleges would have to publicly show what percentage of their students finish their degrees within the normal timeframe, then at 150 percent of normal time (like six years for a four-year degree), 200 percent, and even 300 percent of the expected completion time. They'd also have to separate this data by student type—showing different rates for full-time versus part-time students, and for first-time students versus those returning to school.

The practical effect is that prospective students and their families would get a much clearer picture of realistic graduation timelines before enrolling. Instead of just seeing that a college has a 60 percent graduation rate, you'd see exactly how many students finish in four years, how many take six years, and how many take even longer. This matters because taking longer to graduate means paying more tuition, delaying entry into the job market, and potentially accumulating more student debt. Schools would have to display all this information consistently and with equal prominence, so one timeframe can't be hidden or downplayed compared to others.

The bill also updates financial aid paperwork requirements so that this completion data gets included in the official information colleges must provide to students. Essentially, the government is trying to make college completion times as transparent as other college information, giving students better tools to understand what they're actually signing up for when they choose a school.
