# Understanding the Keeping Guns from High-Risk Individuals Act

This bill would expand who is legally prohibited from buying, owning, or possessing firearms in the United States. Currently, federal law already bans guns for certain people like convicted felons and those with domestic violence convictions. This bill adds four new categories of people to that list, making it illegal for them to purchase or own guns.

The new restrictions would apply to: people convicted of violent crimes within the past ten years, young adults under 25 who were convicted as juveniles of crimes that would be violent felonies if committed by an adult, people with two or more drug or alcohol-related convictions within any three-year period in the past decade, and anyone convicted of stalking. For each of these groups, the bill would make it a federal crime to sell them a gun, and it would also make it illegal for them to possess, transport, or receive firearms.

In practical terms, this means gun dealers would be required to deny sales to people in these categories, and law enforcement could prosecute individuals who attempt to buy guns while falling into one of these groups. For example, someone convicted of assault five years ago, or a young person convicted of armed robbery as a teenager, would be unable to legally purchase firearms. Similarly, someone with multiple DUI or drug possession convictions, or someone convicted of stalking an ex-partner, would face the same restrictions.

The bill essentially treats these categories as presenting enough risk to public safety that they should be added to the existing federal gun prohibition list, similar to how the government already prevents convicted domestic abusers from owning guns. Whether this approach effectively reduces gun violence or raises concerns about due process and rehabilitation would likely be debated by lawmakers and advocates on different sides of the gun policy debate.

Keeping Guns from High-Risk Individuals Act This bill expands the categories of persons who are prohibited from shipping, transporting, receiving, or possessing firearms or ammunition. Specifically, it adds the following new categories of prohibited persons: <ul> <li>persons convicted of a crime of violence in the most recent 10-year period;</li> <li>persons under age 25 who have been adjudicated as having committed an offense that would have been a crime of violence if committed by an adult;</li> <li> persons convicted, during a consecutive 3-year period in the most recent 10-year period, of two separate offenses involving drug or alcohol possession or distribution; and</li> <li>persons convicted of stalking.</ul>
