The Pro-Housing Act of 2025 creates two main programs to help communities build more affordable housing. First, it establishes a grant and loan program run by the Department of Housing and Urban Development that gives money to states, cities, counties, and tribal nations to develop and implement housing plans. These plans focus on increasing the supply of affordable homes, reducing barriers to building housing, and preventing people from being pushed out of their neighborhoods by new development. Communities can receive planning grants to create these housing plans, implementation grants to put them into action, or low-interest direct loans to fund the work. At least 20% of the funding must go to rural and smaller communities. Second, the bill creates a pilot program through the General Services Administration to transfer unused federal buildings and land to state and local governments so they can develop affordable housing or mixed-use neighborhoods on those properties. The program runs for five years. Both programs prioritize projects that work with community members, coordinate with transportation and job centers, reuse existing buildings when possible, and spread affordable housing across different areas rather than concentrating it in one place.
