This bill creates a federal program to help factories and industrial facilities save money and reduce pollution by upgrading to more efficient equipment. The government would offer cash rebates to cover a portion of the costs when companies install new technology that cuts energy use, reduces water consumption, or switches away from fossil fuels.

Here's how it works in practice: If a manufacturing plant buys new equipment that reduces its energy consumption by at least 20 percent, the federal government would rebate 25 percent of the purchase and installation costs. Smaller companies with fewer than 500 employees would get an even better deal—40 percent rebates. The rebates could go even higher if the equipment is made in America (adding 15 percent) or if it helps the facility switch to clean energy sources like solar or wind (adding another 10 percent). So a small manufacturer could potentially recover up to 65 percent of their upgrade costs through federal rebates.

The bill also targets the country's biggest industrial polluters. The government would identify the 3,000 factories that emit the most greenhouse gases and offer them free energy assessments and technical help to figure out how to become more efficient. These assessments would look at everything from motors and pumps to heating systems and lighting, then provide recommendations on what to upgrade. The government would spend up to $500,000 per facility helping them develop plans to implement these improvements.

To make this all work, the bill creates a working group of experts from government, industry, universities, and environmental organizations to decide which technologies qualify for rebates and maintain a public database so companies know what equipment is eligible. The program would receive $1 billion per year for ten years to pay out rebates, plus $750 million over five years for the assessment and technical assistance program.

Industrial Efficiency Incentive Act This bill requires the Department of Energy (DOE) to establish the Sustainable Industry Rebate Program to issue rebates to owners or operators of nonpower industrial facilities for purchases of qualified technology (i.e., certain energy efficient technology). Additionally, DOE must identify the 3,000 nonpower industrial facilities that emit the most greenhouse gases and offer to assess the facilities and provide assistance and recommendations.
