# VA Insurance Improvement Act: What It Does

This bill makes three main changes to how the Department of Veterans Affairs handles insurance programs for veterans. The changes are fairly technical, but they essentially expand who can get certain insurance benefits and adjust how the VA pays for administering these programs.

The first change expands the Veterans Affairs life insurance program to include more veterans. Currently, this insurance is only available to veterans with service-connected disabilities—meaning disabilities that the VA has officially recognized as caused by military service. This bill removes that requirement, allowing any veteran to apply for this life insurance as long as they do so before turning 81 years old. This is significant because it opens up affordable life insurance coverage to a broader group of veterans who might not have a service-connected disability but still want protection for their families.

The second change deals with mortgage life insurance for veterans. The VA offers a special insurance product that pays off a veteran's mortgage if they die or become totally disabled. Right now, the VA covers the costs of running this program from a general fund. This bill requires the VA to track the actual administrative costs of managing this insurance and reimburse those costs from the insurance fund itself. Essentially, it's a bookkeeping change that makes sure the costs of running the program are properly accounted for rather than buried in general operating expenses.

The final change adds members of the Space Force to an existing insurance program called TSGLI (Traumatic Servicemembers' Group Life Insurance). This program provides automatic coverage for active-duty service members who suffer traumatic injuries in the line of duty. Since the Space Force is relatively new, it wasn't originally included in this list, so this bill simply adds Space Force members to the same coverage that Army, Navy, Marine Corps, and Air Force members already receive.
