# Crime Victims Fund Stabilization Act of 2025

The federal government has a fund that helps crime victims pay for things like counseling, medical care, and other support services they need after being victimized. Right now, this fund gets money from criminal fines and penalties. This bill would add a new source of money to that fund by temporarily redirecting some proceeds from False Claims Act cases through fiscal year 2029.

The False Claims Act is a law that allows people to report fraud against the government—like when a contractor overcharges or submits fake invoices. When someone successfully reports this fraud, the government recovers money, and the person who reported it (called a "qui tam plaintiff") gets a portion of what's recovered as a reward. This bill would take some of the government's recovered money from these fraud cases and put it into the Crime Victims Fund instead. However, the bill protects two things: it doesn't touch the money that goes to the people who actually reported the fraud, and it doesn't touch money the government needs to cover its own losses from the fraud.

In practical terms, this means crime victims could potentially get more support services because the fund would have additional resources. The tradeoff is that some money recovered from government fraud cases would go toward helping crime victims rather than going back into general government accounts. This is a temporary measure that would last through 2029, after which the fund would return to its current funding sources unless Congress extends it.

Crime Victims Fund Stabilization Act of 2025This bill adds a new source of revenue for the Crime Victims Fund (CVF). Specifically, the bill requires certain civil monetary penalties collected from settlements and judgments in cases involving fraud and false claims against the federal government to be deposited into the CVF through FY2029.&nbsp;The CVF supports federal, state, and local programs and activities to compensate and assist victims of crimes. Currently, the CVF is funded by deposits from a variety of sources, including federal criminal fines, penalties, and assessments; forfeited bail bonds; and certain other gifts, donations, and bequests.&nbsp;
