The specific changes involve adjusting how the federal government divides up these funds. Currently, the territories collectively get 0.75 percent of the total available money for senior employment programs. This bill bumps that up to 1.0 percent. Additionally, the bill rebalances how that money gets distributed among the four territories themselves—shifting some funding away from one group of territories and toward another to create a more equal 25-25 split instead of the current 30-10 arrangement.

For seniors in these island communities, this means more job opportunities. These programs typically offer part-time positions in areas like education, health services, and community improvement projects. More funding means more positions available and potentially more older adults able to earn income while staying active in their communities. The change only applies to new money Congress appropriates going forward, so it doesn't affect funding that's already been distributed.

To amend the Older Americans Act of 1965 to make available to Guam, American Samoa, the Virgin Islands of the United States, and the Commonwealth of the Northern Mariana Islands additional funds for community service senior opportunities.
