# Understanding the CARE Act

Right now, the federal Animal Welfare Act only protects warm-blooded animals like dogs, cats, primates, and rabbits. This bill would expand that protection to include cold-blooded animals—specifically reptiles, amphibians, fish, and cephalopods (like octopuses and squid). Basically, if you own a snake, bearded dragon, fish tank, or any other cold-blooded pet, this law would mean those animals would get the same legal protections that dogs and cats currently have under federal animal welfare rules.

What does this protection actually mean in practice? It means facilities that keep, breed, or display these cold-blooded animals would have to follow federal standards for housing, care, feeding, and handling. Zoos, pet stores, research facilities, and breeders that work with reptiles and fish would need to meet specific requirements for animal welfare. If someone mistreats a cold-blooded animal, there would be federal consequences, not just state or local ones. The bill also gives the Secretary of Agriculture authority to add other cold-blooded species to the protection list if needed.

There are some important exceptions built into the bill. Fish and livestock raised for food, fiber, or agricultural purposes wouldn't be covered—so commercial fishing and farming operations wouldn't be affected. The same goes for animals used in agricultural research to improve farming practices or food quality. This means the bill is really targeting the pet trade, zoos, aquariums, and research facilities rather than the food industry.
