# What the EMAP Act Actually Does

This bill creates a new program called the Early Migration Alert Program (EMAP) within the Department of Homeland Security. Its main job is to notify state, local, tribal, and territorial governments whenever immigration authorities are about to release migrants into their communities. Think of it as an advance warning system—local officials would get a heads-up before people are released into their area.

Here's what the notification would include: the number of people being released, how many have criminal histories, where they initially plan to go, and where they ultimately intend to settle. The catch is that this information has to be provided at least 24 hours before the release happens. The bill also requires the government to set up an email notification system so officials can receive these alerts automatically. However, the law makes clear that this notification requirement doesn't mean immigration authorities have to hold people longer than the law already requires—it's just about giving advance notice.

The bill is designed to help local governments prepare and coordinate resources. By formalizing partnerships between federal immigration agencies and local officials, the idea is that communities can better plan for arrivals and share information about migrant movements. The program would get $400,000 per year for 2024 and 2025 to set up and run this notification system.
