# What This Bill Actually Does

This bill creates federal protections for three animals—bison, grizzly bears, and wolves—that were once hunted nearly to extinction across America. It essentially makes it illegal for anyone to hunt, kill, trap, or sell these animals or their parts, with very few exceptions. The main idea is to restore these species to areas where they historically lived and to give Native American tribes a major role in managing them.

The bill sets up three committees (one for each animal) that will decide where these species should be restored and how to manage them. Importantly, Native American tribes get significant representation on these committees because these animals hold deep cultural and spiritual significance for Indigenous peoples. The committees will use scientific research to figure out where bison, grizzly bears, and wolves can safely live again, and they'll work on ways for these animals to coexist with people and livestock.

If you hunt, kill, or harm one of these protected animals, you could face serious consequences. First-time violations can result in up to $50,000 in fines and a year in prison. If you're caught again, penalties jump to $75,000 and two years in prison. If you have grazing permits on federal land and you're convicted of violating these protections, your permits get cancelled permanently. However, the bill does allow Native American tribes to hunt and use these animals for religious, cultural, and treaty purposes, and it allows people to kill them in genuine self-defense emergencies.

The bill also addresses ranching concerns by allowing ranchers to voluntarily donate their grazing permits on public lands to the government. When they do, that land becomes permanently off-limits to livestock grazing, which reduces conflicts between cattle and these wild animals. This is designed as an incentive for ranchers to help protect habitat for bison, bears, and wolves rather than fighting against the protections.
